The quality and outcomes framework (QoF) was introduced by the government in 2005. It determines how practices are paid for meeting clinical and organisational targets which are deemed to be good health policy.

It is important to remember that the QoF points only give part of the picture. They show only some aspects of what has been achieved in a limited number of clinical areas which apply to only a minority of people. They do not show how practices have achieved the points, or give any information about performance in the many areas not covered by QoF.
